It's a start. Now let's see if this can sweep the Academic world - especially as so many of them are dependant on the taxpayers for so much of their funding(salaries!).
Hit 'em where it hurts when they act like that! Speech codes? Fine, we'll just have to drop your salaries for offensive activities!
